“Banning” homelessness

Making it illegal to camp on city-owned land means it becomes illegal to “exist” without a home. People will be jailed simply for surviving, then released back onto the streets, and the cycle will repeat. This is not only cruel, but also stupidly more expensive than simply providing shelters.
