The Ortega hypothesis predicts that highly-cited papers and medium-cited (or lowly-cited) papers would equally refer to papers with a medium impact.
It shows that highly cited papers tend to cite highly cited papers more and argues that this result support the idea of On the Shoulders of Giants.
