the IMSS data contains records with anonymized pairs of individuals and employers. This set only contains records from the formal private sector. Approximately half of the employees in the private sector are not registered with the IMSS. Thus, they are considered informal workers. Additionally, nearly 16% of all Mexican workers are state-employed, so they are not in the IMSS records either.
