Surfacing norms to increase vaccine acceptance
Regarding social norm, both scenarios are possible: If one thinks that everyone else is getting vaccination, they may decide not to vaccinate and free-ride. Or, if one realizes that everyone else will get the vaccine, they may consider it as a Norm (social) and follow it.
This paper shows evidence that the latter is probably stronger.
